
In the Maghreb, the temptation to refocus France towards Morocco
Faced with the impasse in reconciliation with Algiers, Paris is inclined to rebalance its Maghreb diplomacy in favor of Rabat, particularly in Western Sahara.
with small touches, the scenario is taking shape. The cursor of France’s diplomatic effort in the Maghreb will shift in the coming months towards Morocco, a country with which the crisis had been acrimonious in 2022 and 2023. It floats in the air like a refocusing, a return to classicism – the two countries were very close for a long time -, after an attempt at historic reconciliation with Algeria which has, obviously, not brought the expected fruits.

Its diplomacy in the region “is not a zero-sum game”, we insist at the Quai d’Orsay. So there would be no reason to choose between Morocco and Algeria, these two enemy brothers. Warming with one would not mean cooling with the other. There was even a time (the early 2000s) when the climate was rather good with both, proof that incompatibility is not fatal. In the Maghreb, France believes it can align parallel bilateral relations without having to “triangulate”. Dealing with Rabat without worrying about Algiers and vice versa. However, recent developments in the regional strategic context complicate the exercise. The noisy, and somewhat worrying, rupture between Algiers and Rabat since the summer of 2021, collateral damage of the diplomatic normalization between Morocco and Israel at the end of 2020 and the concomitant re-emergence of the dispute around Western Sahara, makes equidistance more delicate than ever. Animosity between the two countries has reached an unprecedented level since the outbreak of hostilities in 1975 between Morocco and the Sahrawi separatists of the Polisario Front, supported by Algiers. In this new Cold War atmosphere, any favor to one risks being experienced as an affront by the other.
