Excellence grant: Marrakech receives an envelope of 9.36 MDH
As part of the Support Program for improving the performance of municipalities in Morocco, the municipality of Marrakech will receive an excellence grant, based on output and performance. An envelope of 9.36 million dirhams in recognition of its efforts in the area of strengthening governance and improving services provided to citizens and users.
This program, carried out in partnership between the General Directorate of Local Authorities (DGCL), the World Bank and the French Development Agency (AFD), is planned for a period of five years. Its objective: to strengthen good governance of municipalities in order to improve services to citizens and businesses. It targets 103 municipalities representing more than 85% of the country’s urban population, and nearly 55% of its total population.
Concerning the ranking of municipalities according to financial share, Casablanca is at the top of the list, with 1.2 billion centimes, followed by Fez (1.1 billion centimes), Tangier (950 million centimes), Marrakech (936 million centimes), Salé (800 million centimes), Meknes (600 million centimes), Tetouan (450 million centimes) and Agadir (457 million centimes). of cents). Furthermore, several criteria are taken into account by the Support Program for Improving the Performance of Municipalities in Morocco for the granting of these subsidies. Among these criteria, indicators and standards relating to the performance of municipalities at the level of administrative and financial management as well as at the level of the implementation of good governance mechanisms and good management, the consecration of the principles of transparency and equality in access to social services, the consecration of the culture of proximity and openness and interaction with all the components of the socio-economic fabric of the city. The municipalities are also evaluated on the implementation of their action plan, the updating of the programming spread over three years, the dissemination of the provisional program of calls for tenders, the implementation of the equal opportunities and gender approach body, and the holding of regular meetings for its members.
This program will increase the resilience of territories, strengthen their capacity to support economic recovery and local development, and guarantee the continuity and improvement of the quality of local public services. It also intends to participate in the development of intercommunality with a view to improving the efficiency of certain key public services, such as public transport or waste collection.
