Amal El Fallah Seghrouchni, Minister Delegate in charge of Digital Transition and Administration Reform, affirmed, during his speech in Dakhla, that the Provinces of South of the Kingdom have gone beyond their simple status of beneficiaries of public policies to become, thanks to the enlightened Royal Vision, « main actresses, advanced showcases and laboratories » exploring the prospects of the future digital Morocco
This declaration was made during the ministerial session of the forum « Diplomatic Morocco – Sahara », held under the theme of Unity National and Continental Ambition, fifty years after the Green March, and coinciding with the adoption of UN Resolution 2797
The Minister described digitalization as now being a strategic lever to strengthen equal opportunities, global inclusion and human development, positioning the Southern Provinces as the potential engine of « Digital Morocco »
Ms. El Fallah Seghrouchni stressed that the gathering in Dakhla — a city which embodies the Royal axis of South-South cooperation and African integration confirms that digital technology is an essential tool for consolidating territorial integrity by guaranteeing equitable access to basic services, economic opportunities and to training. In this context, the Minister highlighted the progress made in terms of infrastructure, mentioning the extension of the fiber optic network and 5G, as well as the development of regional digital platforms
Among the Ministry’s ambitious initiatives, she recalled the creation of Regional Digital Skills Centers and the expansion of “JobInTech” program, which aims to train 14,000 talents by 2027, after having already trained 2,664 young people.
Ms. El Fallah Seghrouchni considered that the most colossal and strategic project is the future large Green Data Center in Dakhla, with a capacity of 500 MW, which will operate entirely on renewable energy.
She explained that this project is a pillar of the Kingdom’s digital sovereignty, intended to host national data and the sovereign Cloud, to strengthen the competitiveness of businesses and administrations, while opening the possibility for sister African nations to store their data there.
This project is perfectly consistent with the Cloud Roadmap 2025–2030, which draws the contours of a sovereign, resilient and globally competitive digital Morocco.
The Forum, organized by the media group « Maroc Diplomatique » under the High Royal Patronage, brought together government officials, international experts and academics to discuss the historical and political dimensions of the Green March and Morocco’s pivotal role in regional integration.
