From Saturday May 8, here are the conditions required for the return of Moroccans stranded abroad

The General Directorate of Civil Aviation (DGAC) under the Ministry of Tourism and Air Transport, sent a circular note to airlines this Friday, May 7 defining “the conditions of access to the national territory of Moroccan nationals stranded abroad, which will take effect from this Saturday, May 8.”

The wording used could suggest that repatriation flights could be scheduled as early as this Saturday. In reality, there are no repatriation flights. Simply, Moroccans stranded abroad can be admitted to national soil, under certain conditions, if they take flights stopping over in countries with which air connections are not suspended (for example United States, Mauritania, Senegal, Emirates, Bahrain, etc.). This possibility, according to an informed source, is also open to foreigners residing in Morocco and stranded abroad, subject to the conditions below.

The term repatriation may have misled our readers. There are no repatriation flights as we experienced in June and July 2020.

Here is an example: a Moroccan stuck in Paris. He can return with a stopover in Dakar or Dubai. Simply, he will have to produce the documents provided below. Until now, people stopping over in a third country were systematically turned back.

Moroccans can therefore return via a country “open” to air traffic with Morocco, which was not the case until Friday May 7. Until this date, air connections were suspended with 54 countries and the authorities had specified: “Passengers traveling from these countries through another country are also affected.”It is this clause which has just been skipped.

The procedure provides for ten days of quarantine in Casablanca in one of the 6 hotels appearing on a list included in the circular; as well as a negative PCR test dated less than 48 hours. For hotels, we will not be satisfied with a reservation: a payment receipt will be required. Above all, the authorization to leave the national territory, issued by the prefecture or the province, and which was used to leave Morocco, will be required upon return.

Nothing changes, however, for open air routes (for example New York-Casablanca, Dakar-Casablanca, Dubai-Casablanca, etc.). The decision was taken by the Moroccan government, the DGAC informed the airlines through this circular note. As new air links were suspended, passengers stranded in “closed” countries arrived in Morocco after transiting through countries that were still “open”.  These passengers were turned away. This decision takes note of the existence of this flow of travelers and authorizes them to access the national territory under certain conditions.

Here is the list of 54 countries with which air connections are suspended:
