
RGPH 2024: approach, technology, objectives… Details from the HCP
The High Commission for Planning (HCP) has just published an information note, presenting the main objectives of the 2024 General Population and Housing Census (RGPH) and emphasizing the technological innovations that characterize this national-scale operation. One of the main objectives of the RGPH is to determine the legal population at the level of all administrative units of the Kingdom, indicates the note published on the occasion of the celebration of World Population Day on July 11, noting that this will ensure that each individual and each dwelling is counted separately, guaranteeing complete and exhaustive coverage of the national territory without omissions or double counting. The simultaneity of census operations, with all data collected referring to the same reference date, is essential to obtain precise and reliable results, continues the same source. The census also makes it possible to determine the demographic and socio-economic characteristics of the population as well as the living conditions of households. To do this, the RGPH 2024 uses two types of questionnaires, namely a short questionnaire for the entire population, addressing demographic structures and rare phenomena such as international migration and mortality, and a long questionnaire for a sample of 20% of households, covering themes such as medical coverage, use of ICT, and the environment. Thanks to the census, it is possible to constitute an essential sampling frame for carrying out national household surveys. This database will be essential for carrying out in-depth and specific studies, thus facilitating the planning of public policies adapted to the real needs of the population. Furthermore, the RGPH 2024 will mark a significant transition towards digital transformation, initiated by the HCP since 2019. The use of tablets for cartographic work and data collection work illustrates this progress. These innovations guarantee real-time, complete and precise coverage of the population, eliminating the risks of omissions or duplicates. These applications allow the monitoring of field work at the central, regional and provincial level, thus optimizing the entire production process. And note that this initiative is entirely Moroccan and based on the expertise of HCP human resources. Thus, digital collection will allow processing, analysis and communication of results within very short deadlines, in accordance with the Royal Instructions emphasizing the importance of processing and analyzing data diligently in order to make the results quickly accessible and usable by decision-makers and stakeholders. Faithful to this vision, and in application of the high instructions of King Mohammed VI and in accordance with the recommendations of the United Nations Statistical Commission, Morocco is carrying out its seventh RGPH which will take place from September 1 to 30, 2024. The RGPH 2024 comes in a context where Morocco has overcome crises such as the Covid-19 pandemic, droughts, and inflation. Despite these challenges, Morocco has shown resilience. “Today, our country is moving towards promising prospects, supported by its geographical position, its rich historical heritage, and the Royal initiatives aimed at strengthening its strategic position regionally and internationally,” affirms the HCP. In this sense, the slogan “Tomorrow is within our hands”, chosen for RGPH 2024, refers to optimism and responsibility, reminding us that building the future is based on individual and collective commitment and responsibility.
